Compromise Means Barrio Logan to Host this Year But Not in 2016

With his back against the wall, and a community within his district upset with the continued siting of the winter shelter in their neighborhood and the negative impact it brings, Councilmember David Alvarez stepped up and brokered a compromise.

Though the shelter will return this coming winter the City Council voted unanimously (with Councilmember Marti Emerald absent due to health reasons) with Mr. Alvarez’s motion to not have the location at Newton Avenue and 16th Street in Barrio Logan considered by the Housing Commission in 2016.

OB Town Council Passes Resolution Calling on Government to Deal with Chronic Homelessness at the Beaches

At their most recent Board meeting on September 10th, the Ocean Beach Town Council passed a resolution that called on government – all levels of government – to deal with chronic homelessness in OB, at the beaches and coastal areas of San Diego and the San Diego River channel. It also stated that it should be a priority to end the homelessness of veterans.

The resolution passed was in support of addressing chronic homelessness “with best practices”, calling upon the City and County of San Diego to bring homelessness resources, outreach, and programs to the San Diego coastal communities.

It read:

The Ocean Beach Town Council calls upon the City and County of San Diego to now bring their successful practices, and homelessness resources and programs …

A rebuke comes from the United Nation as a pattern of U.S. homeless laws violates the International Convention on the Elimination of All Forms of Racial Discrimination as the majority of the homeless are minorities.

A United Nations panel reviewing the U.S. record on racial discrimination has expressed unusually pointed concern over a new pattern of laws it warns is criminalizing homelessness.

Anger and Compassion Shown at Point Loma Library Meeting on Homeless Issues (Without the Homeless)

In what was billed as Councilman Ed Harris‘ “Homeless Issues Meeting”, at the Point Loma library last night, July 10, at a standing-room only crowd, angry OB and Pt Loma residents and a few businesspeople met up with folks who serve the homeless. And apparently, there were no homeless people present.

The meeting generated different accounts (the OB Rag did not have a reporter present).

One year ago almost exactly, reportedly a “gang” from OB attacked several homeless men, causing serious injuries, and then also attacked some local residents. This happened on the 4900 block of Newport Avenue around 2 a.m. on July 14, 2013.

One year later, no one has ever been charged with these crimes or brought to justice. It had been alleged that an OB gang, the “OB Rats” were responsible. Here is what the OB Rag reported on July 17, 2013:

The OB Rag has heard from two independent sources that an Ocean Beach gang attacked several homeless men Sunday night, July 14th, causing at least one serious injury, and then also attacked some locals. This occurred at approximately 2 a.m. on OB’s main street, Newport Avenue.

At the Sunset Cliffs Natural Park Advisory Council meeting, it was déjà vu all over again, as they say.

The public comment period of the meeting lasted over an hour, as Point Loma neighbors on Amiford, Stafford, and Cornish voiced their impatience with park graffiti, under-age drinking, any-age drug use, all accompanied by cars, noise and general disruption by the people involved (not all homeless in this case), most of it at night, with the park a regular hangout.Not to mention the off-leash dogs.

UPDATE: No arrests made as volunteers served dozens of homeless and other needy people this morning at Saratoga Park in OB.

A group that feeds homeless people on every holiday at an Ocean Beach park has been threatened with arrest by police if they go ahead feed the homeless on July 4th.

The group – Second Chances – is a non-profit that works with local churches and homeless advocates. They feed homeless people in OB every Saturday at the Episcopal Church on Sunset Cliffs and Brighton. And on major holidays the also feed homeless folks at Saratoga Park down at the beach. The last holiday they did this was on Memorial Day this year – without hassles.

Local TV stations reported that two men beat and stabbed a homeless man while he was sleeping in an alley Ocean Beach. This happened just around 3:30 a.m. on Tuesday, June 17th.

The unidentified victim reportedly told San Diego Police that he was awakened while sleeping in an alley off the 4800 block of Santa Monica Avenue near Sunset Cliffs Boulevard by two men attacking him.

Report of Monthly Meeting of Wednesday, April 23

If you want to see a hundred people who care passionately about OB, come to an OB Town Council meeting. They may not all agree, but they let their opinions be known. Everyone is welcome – newcomers find out what is happening in our community, families bring their children, people come and go – it was more OB than ever.

And what is more OB than a community complaint fest against the homeless.

So, when the new Police Captain for the Western Division, Captain David Rohowits, was introduced, the tone of what had been billed as a “community meeting” appeared to devolve into a verbal complaint session against the homeless in OB, and despite the chair’s best intentions, the regular agenda items were pushed to the end of the meeting and truncated. Even newly-appointed Councilman Ed Harris – there to introduce himself – got into the mix.

The topic of discussion had many names: the homeless, vagabonds, travelers, bums, visitors … but there seemed to be a general consensus of impatience, frustration and outrage against what was felt were violations of the common civility of the community of those attending.

You kibitz with the homeless in your campaign ads. Now that you’re Mayor Kevin Faulconer, are you really going to do anything about it? Or are you going to continue to procrastinate. Other cities are ending homelessness from Phoenix to Salt Lake City to Nashville.

You have the model to follow. It’s a no-brainer. You don’t have to reinvent the wheel. Just follow their successful models. You don’t have to continue to study the problem in order to address it ten years from now.

UPDATE: Area Manager Calls to Apologize

FRIDAY: The San Diego Library Area Manager just called Frank Gormlie and apologized for what happened on Wednesday. Bob Cronk personally thanked Gormlie for his and the OB Rag’s support of the library over the years and said on behalf of the staff, he was sorry. He had seen the article in the Rag – thanks to Matt Beatty – and had taken serious note of the situation.

Bob did note that the library staff had just had a week or so ago a very ugly incident where an inebriated guy caused a scene and some damage. … (More update inside …)

A funny thing happened to the OB Rag Editordude yesterday as he sat on the green grassy lawn of the Ocean Beach Library reading a magazine, sipping from a coffee cup and waiting for a ride home.
He was kicked off.
