President Donald Trump hosted a “Great Gatsby”-themed Halloween party just hours before millions of Americans lost their Supplemental Nutrition Assistance Program (SNAP) benefits.

This party was hosted by the president in the midst of and during the longest shutdown of the federal government.

The Friday night fête at Mar-a-Lago was themed “A little party never killed nobody,” according to the White House, referencing the song from the 2013 film adaptation of the F. Scott Fitzgerald novel.

By City News Service – 7NBC / October 28, 2025

Water rates for San Diegans will rise 14.7% next year and 14.5% the following year after the San Diego City Council Tuesday passed an amended water and wastewater rate hike.

A staff proposal before the council was to increase water rates by 63% through 2029 and wastewater rates by 31% in the same period. The much-reduced, two-year plan passed by a 5-4 majority Tuesday was proposed by Councilman Stephen Whitburn.

In a back-and-forth with Lisa Celaya, executive assistant director for the city, and Jordan More of the Office of the Independent Budget Analyst, Whitburn repeatedly tried to figure out the lowest possible rate increase to keep water flowing amid increased costs from the San Diego County Water Authority and asked the consequences of not meeting that number.

Time to Invoke the 25th Amendment

by Ernie McCray

Looking at our president
as he maniacally spoke
to his generals and admirals
reminded me it’s time for us to invoke
the 25th Amendment
and send him on his un-merry way
because it addresses
removing from office
those who are mentally incapacitated
and this man we’ve got
is losing it in real time
all the time every day –
in a batshit crazy kind of way,

42 Million Americans Lose SNAP Food Benefits Due to Government Shutdown — ‘The Well Has Run Dry’ USDA Says

Associated Press – CBS8 / October 27, 2025

Nearly 42 million Americans who rely on the Supplemental Nutrition Assistance Program, referred to as SNAP, will not receive federal benefits next month.

The U.S. Department of Agriculture confirmed in a new notice that no SNAP funds will be distributed on Nov. 1. The news puts a strain on families across the country as the government shutdown drags on.

“Bottom line, the well has run dry,” the USDA notice says. “At this time, there will be no benefits issued November 01. We are approaching an inflection point for Senate Democrats.”

The government shutdown, now the second longest in U.S. history, has entered its fourth week with no end in sight. It’s not clear whether the pause in the program will shift anything in the negotiations to reopen the government.

However, the news of the SNAP benefits pause is leaving beneficiaries, states and food banks scrambling for ways to fill the gaps.

A New Vision for Behavioral Health in San Diego Coming to the Midway District?

Staff  October 27, 2025  1 Comment on A New Vision for Behavioral Health in San Diego Coming to the Midway District?

By Lawrynce Cecio

A new grant proposal, approved by the County Board of Supervisors, seeks a $100 million state grant to construct a “behavioral health wellness campus.” The facility would be built on county-owned land in Point Loma next to the San Diego County Psychiatric Hospital, replacing a vacant complex on Rosecrans Street, with the capacity to serve approximately 20,000 people per year.

This proposal addresses an extreme and growing need. In the San Diego-Carlsbad-San Marcos Metro area, 323,000 people (11.6 percent of those aged 12 or older) were classified as having a substance use disorder in the past year; a rate higher than both California (9.6%) and the national average (9%).

The campus is designed to alleviate intense strain on local systems, where psychiatric units are consistently full and emergency departments are overcrowded. By offering integrated care for mental health and substance abuse, the facility aims to reduce hospital bed usage and dependence on law enforcement for crisis response.

Fall-Out From Failed Live Fire Over I-5 to Camp Pendleton Still Falling

Frank Gormlie  October 22, 2025  2 Comments on Fall-Out From Failed Live Fire Over I-5 to Camp Pendleton Still Falling

The fall-out (pun indented) from the weekend’s live fire by Marine howitzers over I-5 into Camp Pendleton during Vance’s visit is still falling.

Yesterday’s (Tuesday, Oct. 21) main headline at the LA Times spoke out: “How military’s live fire over I-5 went awry”.

Here’s a few points the article made:

  • At first when Federal officials first announced the live fire last week they insisted it would be done with “all safety precautions in place” and said no public highways would be closed.
  • Then California officials expressed fears about the live rounds being fired over I- 5.
  • On Friday, Oct. 17 – the day before the No Kings Day — the Marines did a test run, and fired live rounds over I-5 while motorists drove on the freeway.
  • Early Saturday morning, Gov. Gavin Newsom announced the closure that day of a 17-mile stretch of the interstate — from just south of San Clemente to just north of Oceanside — during the event.
  • During the live fire, a CHP cruiser parked on an onramp of Interstate 5 was hit by falling shrapnel after an artillery round exploded midair. Obviously, way before it was supposed to. A CHP officer heard what sounded like falling pebbles hit his bike and the ground.
  • This incident forced “an early end to the artillery demonstration. Upon learning of the midair explosion, the Marines canceled the remaining 55 rounds they’d planned to fire.

Californians who rely on food assistance are being urged to prepare for possible delays, as the ongoing federal shutdown could halt benefits starting Nov. 1 if it isn’t resolved by Thursday, Oct 23.

On Monday, the California Department of Social Services directed counties statewide to brace for disruptions, noting that benefits — which are fully federally funded — cannot be distributed until the shutdown ends. CalFresh, the state’s food benefits program, currently serves about 5.5 million residents.

Some state-funded food assistance programs could also be affected, the agency said.

What to Do if you suspect your dog has ingested meth.

By Steffi Roche / CBS8 / Oct. 21, 2025

Some San Diego dog owners reported that their dogs became ill and, in one case, died after being exposed to methamphetamine at Dog Beach in Ocean Beach early October.

One owner, Mark Smith, brought his one-and-a-half-year-old dog Trouble to Dog Beach on Oct. 8. After “Trouble” ran around and played, Smith said he noticed she was behaving abnormally. Smith told CBS 8 he took her to a veterinarian at ABC Veterinary Hospital in Pacific Beach.

“There’s certain head movements they might do. They might act restless. They might be pacing… There’s a lot just based on those symptoms where we’re like, ‘Ok I have a feeling like what’s going on,'” Liz Noppinger, an associate veterinarian at ABC Veterinary Hospital, said.

Cease Fire Declared Along I-5 After Vance’s Detail Is Shelled

You can’t say America doesn’t know how to celebrate a birthday. For the Marine Corps’ 250th anniversary down at Camp Pendleton, they decided to party the old-fashioned way — with artillery.

A 155-millimeter shell was fired in salute. It didn’t quite wait for the finale. Somewhere between ignition and impact, it skipped the schedule and dropped shrapnel on the California Highway Patrol detail guarding Vice President JD Vance.

No one was hurt, which already puts this in the “success” column for a government event. The fragments landed politely — a pebble here, a dent there — on vehicles parked along a closed stretch of Interstate 5.

That freeway had been shut down by Governor Gavin Newsom, who, in one of those rare moments when politicians prove useful, said maybe shooting live explosives over a freeway wasn’t the best use of a Saturday.

Some San Diego dog owners are reporting that their dogs became ill and, in one case, died after being exposed to methamphetamine at Dog Beach in Ocean Beach.

One owner, Mark Smith, brought his one-and-a-half-year-old dog “Trouble” to Dog Beach last Wednesday. After “Trouble” ran around and played, Smith said he noticed she was behaving abnormally.

Smith told CBS 8 he took her to a veterinarian at ABC Veterinary Hospital in Pacific Beach, who, he says, informed him the dog had meth in her system.

“The doctor there had some experience. She was a vet in Colorado. [A] Dog there had ingested some meth. We were kind of thinking that drugs were involved because she was acting so weird. They did a bunch of tests… blood tests. About $500 later, they felt she was ok to go home.”

Blockage During Hazardous Rush-Hour Traffic on Pershing Drive Puts Drivers at Risk

Staff  October 16, 2025  7 Comments on Blockage During Hazardous Rush-Hour Traffic on Pershing Drive Puts Drivers at Risk

By Rag Staff

A disabled car blocked the northbound lane of Pershing Drive for 90 minutes this morning, Thursday, Oct. 16, forcing rush-hour traffic in both directions to use the same lane.

After the car stalled at 7:00 a.m., the driver and her son, Alex, called police dispatch.

“We told them the car was in a dangerous area,” said Alex, who didn’t want to give his last name. “We told them there’s no shoulder on the road for the car to pull over.”

This is the exact scenario the North Park community warned about when plans for the Pershing Bikeway were announced in 2016.
