OB RAG Local Elections Coverage Part Two

Proposition D proposes to raise sales taxes in San Diego by ½ of one cent, provided that the city government makes good on promises of fiscal reform. Everybody on both sides of this issue agrees that the city government is facing a shortage of funds. And that’s about the only thing they agree on.

A coalition of moderately conservative politicians/business groups and more liberal elements of the city council/union groups are supporting this proposal. The tango that lead up to this alliance between Mayor Jerry Saunders and long-time foe City Councilwoman Donna Frye …

“Yes” on Prop D – or your library and Rec Center will be permanently closed!

That is pretty much the choice we face in voting thumbs up or down on a five year one half percent sales tax increase on Prop. D in November. Also throw in reduced Fire and Police services, which also concerns us, if D doesn’t pass.

Last month Mayor Sanders announced that the City was facing a $72Million budget deficit in the fiscal year beginning July 1, 2011. As you all know, yearly and sometimes twice a year budget reductions have been going on for a long time- four years in fact.

Editor: The local San Diego government watch-dog web site, the Voice of San Diego, has caught TV station KUSI working the spin machine in favor of opponents of Prop D, the sales tax increase.
How Political Spin Became Fact on KUSI

Prop D Stands For “Dumb”- Opponents Hold Press Conference

The TV cameras were all lined up on the Concourse Plaza, and a dozen or so reporters stood idly by while retiring City Councilwoman Donna Frye gathered up her troops to mount a last ditch effort to inform the public about the downsides of Proposition D, the ballot measure that Mayor Sanders and his developer buddies have up for a vote in next week’s primary election.

While there wasn’t a whole lotta “news” coming out of this press conference, it certainly put the David vs. Goliath aspect of the battle over Proposition D into sharp focus.

You’ve got to be kidding… Mayor Sanders called me at home and left me a personal message! Oh, by the way – No on Prop D!

I started listening to the messages on the answer machine and whose voice did I hear but “Mayor Jerry Sanders,” asking me to “Vote yes on Proposition D,” that personable, avuncular voice reminding me that the Strong Mayor form of government in San Diego is the only hope for digging us out of our financial mess and righting all the wrongs of City Hall over the past decades. Really?

Number 1, I hate robo-calls. Number 2, the Strong Mayor from of government sucks, and I say that having lived through a less than perfect City Manager form of government for most of the thirty years that I have resided in San Diego.

Strong Mayor = Insider Deals

I went to a strong-mayor forum (Prop D) last night at the San Diego County Health Complex sponsored by Common Cause and Empower San Diego, with guest speakers Donna Frye and Carl DeMaio. It was well attended, informal, with lots of great comments and questions. Carl and Donna are a great double act and the crowd loved it.

For me, what emerged was a pointed reminder of the continuous struggle between a secretive privileged elite and the rest of us. Carl DeMaio, who by temperament should identify with the forgotten masses, seems to yearn for acceptance by San Diego’s ruling elite. It will never happen. Those of us who have lived here long enough know that San Diego is an elitist closed shop.

OCEAN BEACH, CA. The results of our last week’s poll on the beach alcohol ban show a clear over-all dissatisfaction with the booze prohibition.

59% of our 105 respondents voiced discontent with the ban. People voted that the ban trampled their freedoms or that they had less fun at the beach, objecting to not being able to bring a cup of wine or beer to the sand.

Surprise ! Beach residents did not support booze ban

December 1, 2008 by Staff

San Diego neighborhoods closest to the shore that are most affected by a beach booze ban soundly rejected Proposition D, despite arguments from supporters that a permanent prohibition was needed to make beaches safer. The restrictions, which also apply to the city’s waterfront parks, trailed in virtually every precinct in Mission Beach, Ocean Beach and Pacific Beach, the epicenter of the debate, The San Diego Union-Tribune found in an analysis of the Nov. 4 election results.
