Community Coalition Bulletin: This Week at City Hall June 15–19

The San Diego Community Coalition publishes this email bulletin to keep our members and the general San Diego public informed about important Council and Planning Commission hearings and other city public meetings.

Monday, June 15: City Council, 2:00 p.m.

Agenda:

Item 203. California Coastal Commission Modifications to the 2024 Land Development Code Update of the San Diego Municipal Code and Local Coastal Program.

Why it matters: This would make it easier to build affordable housing in coastal regions. In theory, that’s a worthy idea. But given the age-old intense demand for coastal residences, how long would it take for market forces to flip affordable coastal homes into expensive coastal homes?

Tuesday, June 16: City Council, 10:00 a.m.

Agenda:

Item 105:  Establishment of Overtime Eligibility of Classifications in the Classified Service for FY2027

Why it matters: The staff report notes that overtime pay is necessary to “support a thriving regional economy and develop the talented workforce we need to sustain economic opportunity in the future.” What about the budget crisis? Burgeoning overtime pay has become a factor in the city’s inability to balance its budget. The Independent Budget Analyst should scrutinize this.

Item 107: Approval of the FY2027 San Diego Tourism Marketing District Report of Activities

Why it matters: According to the staff report, the district will have “an anticipated budget total of $56,397,883.” That is nearly six times the $10.35 million in arts and culture funding “restored” to the budget after massive public outcry. Tourism brings in money. So does arts and culture – an estimated $1.1 billion in annual economic activity.

Wednesday, June 17: Budget and Government Efficiency Committee, 9:00 a.m.

Item 7: City of San Diego Settlements and Judgements

Why it matters: This item responds to concerns expressed by Councilmembers Foster, Elo-Rivera, and von Wilbert about $40 million in settlement for two cases (police shooting and child abuse). The committee will discuss ways to prevent liability lawsuits. Here’s one idea: Comply with state law to avoid huge awards like the $16.5 million payout for illegal late-payment parking ticket penalties.
