Appeal of 7-Story, 223 Unit Building with 15% Affordable at Perry’s Cafe — City Council, Tuesday, June 4

The City of San Diego has notified the public that the City Council will hear an appeal of the decision to approve a 223-dwelling-unit, seven-story building at Perry’s Cafe on Tuesday, June 4th in Council Chambers.

15% of the units in the huge project will supposedly be affordable. At the edge of the interchange of two major San Diego freeways, Perry’s Cafe has been a mainstay for decades and sits within the Old Town planning area and in District 2.

First of all, did you know the city had approved this project? We did not. It flew by below our radar.

Here are more details:

The 7-story complex of 223 units promises 33 units will be affordable (20 will be very low-income and 13 will be moderate-income units). The building will consist of five stories of residential units with a mezzanine level, over a two-story podium with above-grade parking and one partial level of below-grade parking. A portion of Perry’s Café will remain and will be repurposed as part of the project.

The 1.74-acre site is located at 4620 Pacific Highway in the Old Town Mixed Commercial Residential district.

COMMUNICATIONS

Instructions for providing testimony during the June 4, 2024, Council Meeting are posted on the City Clerk’s website at https://www.sandiego.gov/city-clerk/officialdocs/participate-council-meetings. The amount of time allotted for each speaker will be determined at the discretion of the Chair, who will generally allow between one and three minutes per speaker depending on the number of speakers in the queue for that item.

Comments may also be submitted electronically using the City Clerk webform at https://www.sandiego.gov/city-clerk/agenda-comment-form by indicating the agenda item number for which you wish to submit your comment. Comments submitted using this form will be distributed to the City Council and made a part of the
record but will not be read into the record. Please note that electronic comments submitted using this form are limited to 500 words, but attachments are allowed. If the size limitations are met, please send materials to cityclerk@sandiego.gov.

Additionally, you may write a letter to the Mayor and City Council, Attention: City Clerk, City Administration Building, 202 “C” Street, San Diego, CA 92101-4806, Mail Station 2A; OR you can reach us by FAX: (619) 533-4045. All communications will be forwarded to the Mayor and Council.

The public may view the meetings on public television (within the City of San Diego only) on City TV Channel 24 for Cox Communications and Time Warner Cable or Channel 99 for AT&T, or view the meetings online, located at http://sandiego.granicus.com/player/camera/5?publish_id=1648.

In accordance with the Brown Act, the agenda will be posted 72 hours in advance of the City Council meeting.

What is the basis of the appeal? The city should have the appeal info posted 3 days before the meeting, so we can followup.

Is this a complete communities project? The local planning group likely has the drawings.

Why is the appeal posted on the OB Rag but not the original approval? You guys sure do spend a lot of time opposing housing, even when it includes affordable units!

How is that relevant? If they were so hell-bent on opposing housing they would’ve scoured all those approvals and posted it, begging for an appeal. Here they are reporting on something someone else found controversial and was willing to pony up the appeal dollars for. And OBRag posted no such opinion about it one way or the other.

Joseph – Please catch up with the rest of the class, the jig is officially up. The county has a 26 year surplus of housing, having met the 2050 state housing requirements.

OB Rag readers know that corporate developers dumping thousands of units of overvalued luxury rentals onto the market keeps rents increasing exponentially, and it is the main driver of inflation, and homelessness ironically.

You should be advocating for 256 units of affordable housing if you’re intentions are indeed noble Joseph. Especially given the proximity of Perry’s Cafe to San Diego County Mental Health and accessibility to other services.

Odd location for housing. I hope the windows are triple paned. And I guess just outside the 30 foot height limit of the coastal zone?

I just received a Planning Commission Hearing notice. The notice was dated May 22, 2024, for a May 30, 2024 hearing. Today is May 23, and the email was date time stamped 2:55 PM May 23, 2024. The May 30 hearing starts at 9:00 am. This is not a typical advance notice, because Monday is a holiday. But it is Friday, Tuesday, and Wednesday for working days of advance notice.
