Monday, June 29: City Council, 2:00 p.m.

Agenda:

Item S400: Proposed FY 2027 Recreation Center Fund Budgets, Opportunity Fund Budget, and 2025 Come Play Outside

Why it matters: Funding for city Rec Centers and the proportions of available funding that go to “low resource” neighborhoods continue to be an issue of concern.

Item S401: Information Guide on Group Participation Updates and Council Determination of Community Engagement Efforts

Why it matters: Community Planning Groups have seen their input on density and development issues greatly reduced under the Faulconer and Gloria regimes. The Community Planners Committee is demanding a “Seat at the Table” on important land use decisions. Background:

Item S402: Agreement between the City of San Diego and the San Diego Housing Commission for the Transfer of Neighborhood Enhancement Fees to SDHC to Support the Affordable Housing Preservation Fund

Why it matters: The discussion continues about the need to save so-called “naturally occurring” affordable housing that’s lost when developers demolish older, less-expensive apartments to make way for multi-unit market-rate housing.

Agenda:

Item 50: California Coastal Commission Modifications to the 2024 Land Development Code Update of the San Diego Municipal Code and Local Coastal Program

Why it matters: City ordinances on housing and density are often altered to comply with Coastal Commission requirements. This update will provide new information on this issue.

Item 330: Residential Rental Price Gouging Fee Exploitation and Cost Transparency Ordinance

Why it matters: Councilmember Sean Elo-Rivera’s effort to limit one-time and monthly “add-on” rental fees has generated strong support from some renters’ groups and equally forceful opposition from apartment owners.

Item 331: Appeal of the Project Approval for 2906 University Avenue, Project No. PRJ-1105210

Why it matters: A powerful labor union is appealing city approval of this controversial multi-story 92-unit project in North Park. This appeal is allegedly designed to pressure the builder to pay union-scale wages. Background:
