Members of SOHO (Save Our Heritage Organization) took their opposition to city staff’s package of “reforms” for San Diego’s Historic Resource Board — which included the decapitation of OB’s Emerging Cottage Historic District to the city-wide Community Planners Committee last night, October 28. This committee, or CPC, is the city-recognized body that has reps from every community planning group in the city.

The so-called reforms called for the elimination of OB’s Historic Cottage District as a basis for preventing the application of the city’s Complete Communities to new projects in Ocean Beach. It was this historic district that prevented The Point — 20 ADUs — to be built on Point Loma Ave last year.

And SOHO members told the Rag: “Great news — we had a unanimous rejection of Package A at last night’s CPC meeting!” It still has to go to the Planning Commission and the full City Council.

  1. Alright!!!! Excellent that the CPC Planners voted unanimously to protect the Historical Designation currently in place for OB as a Historical Beach Cottages District!!!!!!

  2. Correction re the Complete Community Development that was proposed in 2024: it was for THIRTY units at that corner lot. THIRTY units with square footage sizes that would have been smaller than the sizes required under current standard building regulations. Via the loop hole of attempted designation as a Complete Community. The City is attempting to decimate OB as it is.

  3. I hope to attend the Oct 31 meeting. Locals banned together to appeal the 20 units at 4705 Point Loma Ave. Our small organization, Coastal Care Takers was effective and successful.
    At the August Hearing, with a unanimous vote in our favor, the meeting chair strongly advised that the laws regarding Complete Communities be changed so that Historic Communities would not be exempt. It was clear that the battle we won would not be long term, and that the current city autocracy would rewrite laws that would allow CC to build in OB and other historic communities.

    Somehow a meeting was held regarding Ocean Beach Historic Community and Complete Communities, and NO one from Ocean Beach was there?? No one attended because NO one knew about the meeting.

    We have a runaway government in the city and state. The government plan is to overpopulate the city with high density buildings that are labeled affordable housing. The label provides financiers and billionaire builders a fast path to buy and build everywhere in San Diego. Ocean Beach, like all beach cities in San Diego, have been abandoned by the Coastal Commission and CEQA. Where are these organizations that used to manage and enforce height limits, parking requirements, and environmental protection? Seems like these organizations have been captured by the government agencies who control laws and municipal coding.

    Frankly, until voters realize that the power is no longer with the people, nothing will change. The disaster of Mayor Gloria’s leadership is splattered all over our once unique neighborhoods. Neighbors united and fought against the power structure, but the voters chose Todd Gloria anyway. That makes ‘us’ part of the problem. Until we have new leaders who represent the constituents we will face battle after battle against a government that is supposed to work for us, not against us.
