‘Neighbors for Encanto’ Request Local and City Residents to Contact San Diego Council Members Re Bonus ADU Program

Hello Neighbors,

I hope everyone is doing well! I wanted to send along some action items of things we all should be doing as the planning department is looking at amending the bonus ADU program. They need to hear from each and every one of you as to what you would like changed.

This is the time to be filling everyone’s inboxing with what we have been asking for the past few months. I have included the emails to send to at the bottom of this email. You can write one email to Heidi and the planning department and cc everyone else.

Here are some bullet points or items [from Encanto and San Diego generally] that you may like to include in your email to the planning department:

  • I want a city park at the radio towers, as was described in the 2015 Community Plan for our district.  I want 20 acres allocated from Mission Gorge to our district in exchange.  I do NOT want 130 houses built there.
  • I want the Bonus ADU program rescinded as ministerial projects. ONLY approve the state mandated adu and jr adu projects first, the projects over the state mandate should be under approval of the community planning groups.
  • CEQA & EIRs were created to protect OUR investments in OUR communities as well as environmental protections for land use.  Previous administrations created these protections so that HOUSING GONE WILD would not occur.  Let CEQA AND EIRs lead the way to allowing bonus adus within that framework.
  • I want bonus adus built only within ½ mile from a trolley stop or 2 intersecting bus lines, per state mandate.  NOT FURTHER.
  • If Bonus ADUs are built, they must be ADA compliant to reach the trolley or bus line, i.e. ADA compliant sidewalks.
  • Storm drains must be present on the street, or no BONUS ADUS
  • Each ADU must have one parking spot per bedroom. There is no OPT IN for this.  Neighborhoods cannot handle the excess cars.
  • BONUS ADUS cannot exceed 2 stories.
  • The developer cannot OPT in for any changes.
  • Each Community Planning group must approve a bonus adu project above the state mandate.
  • LASTLY, we want generational housing, SINGLE FAMILY HOMES, so local families can purchase homes in one of the last affordable areas in SD.  This allows folks to have generational wealth. We need to find a way to limit the amount of homes that are available for purchase to developers, giving a chance to families to buy homes before they are outbid with cash offers from investors.

I would love, for whoever can, to schedule a meeting with Henry Foster in his office. He has office hours on Friday.

Additionally, I think it would be awesome to have us visible at most of the regular city council meetings in our yellow. We can make non agenda public comments on what we want for our community. I will let you know where we land on for this Saturday’s demonstration location. That will be at 3pm. Sunday’s meeting at Encanto Rec center lawn is on for 2pm.
