The San Diego Community Coalition publishes this email bulletin to keep our members and the general public informed about important Council and Planning Commission hearings and other city public meetings.

Monday, March 9: City Council, 2:00 p.m.

Agenda:

Item 200: 2025 Status Update for the Climate Action Plan

Why it matters: This Mayor and this City Council have spent a fortune trying to push San Diegans out of their cars and onto bikes and buses. So it seems fair to ask: What modes of transportation do they use? How many elected officials and staff depend on cars to get to work? Does the City track bicycle and transit commuting by its own employees? Inquiring minds want to know.

Tuesday, March 10, City Council, 10:00 a.m., 2:00 p.m

Item 55: Preservation and Progress Package A and OB Emerging Cottage Historic District

Agenda

Why it matters: this will be the second reading and vote on the so-called set of “reforms” passed as Preservation and Progress Package A. It was a strongly contested effort that would give developers greater freedom to decimate historic structures and districts, including the emerging OB Historical District. Three Councilmembers — Raul Campillo, Marni von Wilpert, and Sean Elo-Rivera — were conspicuously absent on February 24 when the Council voted 5-1 to approve this giveaway. It’s a serious set-back for historic preservationists and residents of Ocean Beach, as it negates the protection that the historic district provides to Ocean Beach.

Wednesday, March 11: Audit Committee, 9:00 a.m.

Item 2: 2026 High Risk Re-Review: Performance Audit of The Fire-Rescue Department’s Emergency Medical Response Process

Why it matters: The auditor’s report flagged several problems, chiefly “slow turnout times across all stations … crews do not leave the station to respond to an incident for about 4 minutes and 20 seconds after a medical call is received, on average.” Auditors recommend that the department “track all phases of the emergency dispatch process and evaluate and standardize dispatch times to achieve accountability.”

Wednesday, March 11: Public Safety Committee, 2:00 p.m.

Agenda: 

Item 5: Electronic Bicycle Safety Regulations Pursuant to AB 2234

Why it matters: In response to an increase in head trauma and orthopedic injuries related to e-bike use, “many involving children and teenagers,” this ordinance would seek to prevent accidents by “establishing a minimum operating age for younger riders, reinforcing helmet requirements, and clarifying passenger limitations.”

It is standard protocol for City Council to vote twice on changes to municipal code, so Preservation and Progress Package A goes in front of City Council again tomorrow 3/9, morning session 9 am. Many, many OBceans were in full force on 2/24!!! Most of the groups and organizations involved in opposing Package A realize it is too much to ask of others to attend City Hall again so soon. With City Council not likely to change its vote tomorrow, we are not expecting all of our proud OBceans at this City Council meeting in person. It will be interesting though to see if the 3 absent City Council Members are there tomorrow and how they vote. We are encouraging people to attend on Zoom and speak on Zoom if you want to (link provided below):

  3. This article and others like it are a great public service..although I read the city’s agendas, I can’t usually understand what they really are, or what they mean to the community. Thank you and please keep them coming.

  4. Is it an unspoken or even spoken understanding that City Council is supposed to support City Planning? It would save a lot of people a lot of time and effort if everyone just knew they are all in cahoots together and then pursue other routes of having the issues heard and litigated or whatever it might take… There have been literally hundreds of people who kindly gave their time and effort across multiple organizations. SOHO, Mission Hills Heritage, OB Historical Society, the list goes on.
