Item 200: Award a Construction Contract with Skanska USA for the El Camino Real to Via De La Valle Project
Why it matters: Awarding $57.4 million for a 9-year relocation and upgrade of a deteriorating half-mile road makes sense. But given San Diego’s sorry record of capital project management, any city endeavor of this size needs close and constant scrutiny.
Item 201: A Resolution to Demand Local Control in the Deployment of Autonomous Vehicles
Why it matters: The city plans to develop a process for tracking and monitoring AV violations and impacts on public safety.
Item 203: Appeal of the Hearing Officer Decision of the 10509 Vista Sorrento Parkway
Why it matters: Supporters Alliance for Environmental Responsibility (SAFER) and the Western States Regional Council of Carpenters are challenging this four-story office building and six-story parking structure over issues of environmental impact and labor practices. Item 103: Amendment to Legal Services Agreements with Outside As-Needed Counsel [four firms] to Increase the Not-To-Exceed Amount of Each Agreement by $1 Million
Why it matters: If the city is paying more outside lawyers more money to litigate a wider range of cases with mixed results (e.g., Jarvis/Fay’s loss of trash fees lawsuit), do we really need the City Attorney’s office? Item 330: Resolution Adopting a Working Definition of Islamophobia as an Educational Tool to Identify, Condemn, and Combat Anti-Muslim Hate
Why it matters: Exactly how will a more precise wordsmithing of a hate crime help prevent that crime from happening? This is strictly performative and a dubious use of the Council’s time.
Item 331: First Amendment to the Ground Lease Agreement between the City and 101 Ash Venture
Why it matters: Interesting line item from an “economic opportunity report” document: “The estimated costs of the Agreement to the City total $96,201,000.”

Item 3: Amendment to Municipal Code to rename “Master Records Schedule” to “Municipal Retention Schedule”
Why it matters: Will the new name help expedite the city’s responses to public record act requests?
