Meeting Organized by Several Local Planning Groups
A number of local community planning groups have organized what they’re calling a “Town Hall” to discuss and debate several key development projects facing this area of San Diego: The Peninsula Community Planning Board, the Uptown Community Planning Group, Old Town Community Planning group and Protect Pt Loma Community Association are co-sponsoring this event. (Interesting that the OB Planning Board is not included.) The issues:
- NAVWAR redevelopment project
- Midway Rising for the sports arena area
- Senate Bill 958 aiming to pave the way for Midway Rising

Organizers say they will have a brief presentation on the background and serious consequences if the Midway Rising and NAVWAR projects are approved. Then they will open up the forum to public comment and discussion. This meeting will be recorded, and they say they will send this to each of the Assembly members who sit on the Appropriations Committee the first week of August.

Todd Gloria has authored SB 958 which will carve out exclusions in the environmental requirements in order to lift the height limit for the Midway Rising project.
Senator Weber-Pierson has been pushing this bill forward, ignoring our arguments against this disastrous bill for months. Why Todd Gloria has so much clout over the senator is a discussion for another day. However, the bill is now in the Assembly Appropriations Committee waiting to be voted on when members return the first week of August. Upon approval by Appropriations, and with no revisions, the bill will go back for approval by the Senate. We are at the 11th hour here, but the day is not over.
If SB 958 passes, the city council will swiftly approve Midway Rising to go forward when they return from their recess in Mid-August. Then Midway Rising will set sail but will be a Titanic shipwreck due to no discussion of infrastructure upgrades.
The impact of SB958 cannot be trivialized. It will upend the coastal height restriction for the Midway Rising and NAVWAR projects. Our state and local elected officials are not being truthful when they are focusing on Midway and not discussing the aggregate impact of both projects. Keep in mind, Midway Rising will add 4,500 housing units and a massive sports arena; NAVWAR will add 14,000 units of high-rise buildings.
Our town hall meeting will lay out the case for why these two projects, in their current form, will threaten emergency evacuations and basically wall off access to the beaches and our airport for those east of highway 5 and north or south of the airport. In addition, we will challenge the sustainability of these developments due to liquefaction and interference with earthquake faults, etc.
We hope you will join us on July 28th, raise your voices and demand that SB 958 be withdrawn.
