With all due respect to Shane Harris as an advocate for citizens and his admirable efforts, we need to repeal any action that allowed parking fees, whether parking lots or meters, in and around Balboa Park. Free parking on Sundays is a concession that might possibly be approved by Council and Mayor at the expense of a more sweeping action to remove all parking fees of any kind in and around Balboa Park. We need a ballot measure, that if approved, puts on the books, forever, that Balboa Park remains “free” in all respects, and there shall be no paid parking within a particular zone around BP. FYI, there is proposed residential parking permits to: 1. Establish Residential Parking Permit Areas for Sundays in Downtown, Uptown, and Mid-City’s parking meter zones; 2. Determine that residents that live in the area and live within two blocks, (specifically two street segments) of a parking meter are eligible for such permits which will cost $141 annually. Council meeting agenda item for 1/27/26.
I love the idea of a ballot measure to ensure free parking in the park. It should extend to all parks and beaches in San Diego. If you could get it on the ballot, I think there is a very good chance it would pass.
Most private sector companies perform a Price Elasticity Study when determining the cost of their product. Simply put, they study the demand for their product at varying price levels to determine the optimization of price and demand. In the city’s case it would study how many people would visit the park at varying prices. Polls show that many San Diegans are sympathetic to the city’s budget challenges. Had the city performed such a study it’s likely a cost could have been established that most visitors would have been willing to pay. And it could have been a single cost for all ( $2 per hour, $5 for four, etc) eliminating all the drama and confusion.
