The City of San Diego has just released a Notice of Future Decision regarding an application for a Process 2 Coastal Development Permit for a 3-story, 10-unit project for 4862 and 4864 Santa Monica Ave. in Ocean Beach. The Notice was dated January 22, 2026.
It’s an application to:
- to demolish an existing two-story, 2,934 square-foot duplex consisting of two residential units at the rear the property, and
- construct a three-story, 6,545 square-foot multifamily building consisting of ten (10) units.

The Notice is a formal announcement “that Development Services Department will make a decision to approve, conditionally approve, modify, or deny an application for a Process 2 Coastal Development Permit ….”
The 0.16-acre site is in the CC-4-2 Base Zone and the Coastal Overlay Zone (Non-Appealable Area) within the Ocean Beach Community Plan Area. This development is within the Coastal Overlay Zone and the application was filed on October 29, 2025.

Translation- we don’t care about any objections to our hostile overtaking of the Peninsula.
Why does ” There goes the neighborhood” come to mind when I read about this proposal? Having lived down the hill on the flats of South OB for fifteen years, I watched as the cool old bungalows slowly disappeared, the trees were taken down, etc.
What’s the vision? Wall- to- wall highrises?
Tessa, yes that is the vision and is exactly where San Diego is headed.
That is why some people are fighting to “Keep OB Historic!” It is currently a historic district, but that is scheduled to be removed soon by a change to the Municipal Code, currently scheduled for Feb. 10 at a City Council hearing. I am sure the OB Rag will keep you posted.

Today I brought my dog into Sunset Cliffs Animal Hospital, pictured in the photo accompanying this story. My appointment was with Dr. Christy Silvaberg, owner of the clinic and the properties described in the article.
I asked Dr. Sivaberg if she’s moving because the article suggested she sold the property to developers. She emphatically denied she sold or intended to sell the property. She said she’s commenced construction to expand the rear property (4864 Santa Monica pictured above) which is a garage and living space.
She asked me to provide a comment to this story to present the true facts.
Note: The date for the hearing and the fight to “keep OB Historic” has been changed to FEBRUARY 24. It is downtown, a city council hearing, that will make OB like all the rest of San Diego. More later, but please plan to come to the meeting, Zoom into the meeting, and/or THE MOST IMPORTANT: Write a comment when public comments open in the required 3 days before the meeting. More later.
You and we need to mobilize OBceans for this hearing; maybe rent a bus, like we did to get people to the city council meeting for the OB plan update.
