
Legal Action to Protect Chollas Valley Residents

We’re reaching out with an important update on our ongoing fight for equity, safety, and justice in the Chollas Valley.
The Chollas Valley Community Planning Group (CVCPG) has filed a lawsuit against the City of San Diego for unlawfully approving “Bonus ADU” housing developments in historically underserved neighborhoods—without requiring basic infrastructure like sidewalks and accessible pathways.
These approvals are not just unsafe—they’re illegal. They violate:
• The Americans with Disabilities Act (ADA)
• The California Fair Employment and Housing Act (FEHA)
• And critically, the California Affirmatively Furthering Fair Housing (AFFH) Law — This law requires cities to actively dismantle segregation and promote equitable access to housing. The City’s actions do the opposite— allowing unsafe, inaccessible developments in low-resource neighborhoods while ignoring their legal duty to invest in infrastructure that supports fair housing for all.
We’re demanding the City:
• Stop approving projects that exclude sidewalks and accessible walkways
• Follow laws that ensure safe, inclusive, and equitable development
• Treat all neighborhoods—regardless of income or background—with the respect and resources they deserve
This legal challenge is about more than sidewalks. It’s about restoring justice, protecting the rights of people with disabilities, and standing up for communities that have been neglected for too long.

Eliminating Areas of Concentrated Poverty – Working to break the cycle of economic disparity by bringing resources, infrastructure, and investment into underserved areas of Chollas Valley Planning Group.
Affirmatively Furthering Fair Housing (AFFH) – Ensuring that all residents, regardless of background, have access to fair, affordable, and high-quality housing opportunities.
We can’t wait for the government to step in. We’ve seen time and time again that outside help is slow, unreliable, or simply doesn’t come. If we want real change, and our community to thrive, we must take matters into our own hands.
