The City of San Diego is preparing to repair a large void under a pedestrian walkway at the end of the 5100 Block of Narragansett Avenue.
The project is west of the Silver Spray Apartments. The city plans to fill the void with concrete slurry and the placement of a 1’ x 3.5′ x 10′ terraced wall at void entrance where the steps washed away.
Technically, the city is going “for an After-the-Fact Site Development Permit and Coastal Development Permit” for the repairs. The large void is approximately 360 feet.
The application was filed on March 10, 2022 and the notice went out April 1.

I’m pretty sure the void was repaired last year. This stupidity is an after-the-fact permit for a repair they did under emergency powers already.
Geoff, this is the way that emergency coastal development permits are processed. A usual condition applied to the emergency permit is that there must be a subsequent regular permit applied for and issued. Stupid? Maybe, in this instance. In the case of private emergency permit applicants this process allows for the application of additional permit conditions to mitigate the adverse effects of the action taken under the emergency permit.
Thanks, Paul, your experience with the Coastal Commission is always appreciated. I could understand the this process for a private emergency, that makes sense. I just thought it was crazy that the city is going through its complete application process for fixing something in the public domain. That day they were asking for the OBPB approval for that one, they also had a second one a little farther south that they were applying for one of their own permits for.

Yeah, those are the steps just south of the pier, right? That was taken care of awhile ago.
No the steps were not done. there was a CIP project for that but the design was a failure and the work was abandoned after demolishing what was left on the steps. During this emergency when they filled in the cavern, they did create a sort of stepped wall but it’s not accessible to some.
I thought this was for the project to fill the void under the sidewalk on the south side of the apartment building. This spot was right at the end of the seawall where the sidewalk turns right. They pumped this void full of grout I believe. I think repair has tie backs that show out front.
That one already went through. This is for a void at the termination of the sidewalk at the tidepools. I cleared out the encampment and reported it to the city regarding people living in it, and they addressed it a few months later. I have a video of the inside.
