The OB Rag has heard that the Ocean Beach Community Plan will NOT be reviewed by the California Coastal Commission in October, as we reported, but instead will not go to the Commission until their January 2015 hearing. Their hearing is scheduled for somewhere in the South Coast area of the state.
According to emails from City staff, they were able to meet with Coastal Commission staff on August 29th. At that meeting, the two staffs agreed on all points except for three:
- mitigation,
- waiver of rights, and
- in-lieu fees for the loss of lower cost visitor recreation facilities.
The City’s position is that if these are indeed requirements that the City finds acceptable based on further definition – then they belong in the Municipal Code. At this point, they have all agreed to disagree in order to move forward.
In addition, City staff will be completing all edits and getting a “clean copy” to the Coastal Commission – and to OB planners as well. The clean copy will be posted to the City’s website. Optimistically, this all could have occurred by now – the middle of September – but we have not heard at this point.
Coastal staff nee time to review the new, clean document, then write a report.
