Monday, August 31: City Council, 2:00 p.m.
Item 200: Amend Sole Source Contract For OpenGov to Extend for One-Year Period with One-Year Option Renewal
Why it matters: On July 13, after the Independent Budget Analyst harshly criticized city staff for lack of due diligence in seeking competitive bids, the Council ordered staff to try again. This follow-up item should make for an interesting discussion.
Item S400: Award 5-Year Contract with Vulcan Materials for Paving Materials and Asphalt Concrete
Why it matters: If the City is paying $60 million over 5 years for material to repair streets and sidewalks, can we expect those repairs to last for a significant amount of time?
Wednesday, September 2: Audit Committee, 9:00 a.m.
Item 6: City Auditor’s Hotline Investigation of the City’s Lease with Barnes Tennis Center
Why it matters: The Union-Tribune reports that this beach area facility has “collected tens of millions of dollars in revenue from tournaments and other events while paying the city just $50 a month to lease a dozen-plus acres in Ocean Beach. … According to city auditors, aides to Mayor Todd Gloria have not enforced a single code violation against the Barnes Tennis Center — or any city-owned property — even though a spate of violations have been confirmed.”
Thursday, September 3: Land Use and Housing Committee, 2:00 p.m.
Item 5: Declare seven City-owned parcels … “exempt surplus land” pursuant to CA Government Code
Why it matters: The City is stepping up sales of “exempt surplus land” for housing development. The state requires builders to designate 25 percent of units as “affordable.” But 75 percent can be market rate. Developers can build huge complexes with no on-site parking. Surrounding residents won’t see these coming.
