The boards and commissions that advise San Diego leaders on a broad range of issues could see their independence constricted if a new set of rules is passed by the City Council.
San Diego has dozens of boards and commissions that provide analysis, oversight and policy recommendations to Mayor Todd Gloria’s administration and council members. They cover a broad range of topics, from historical resources to housing to policing.
In July, Gloria’s administration proposed a code of conduct for boards and commission members. The four-page document mostly contains common-sense guidelines, such as practicing active listening and creating a welcoming environment at public meetings.

The practice of active listening should start at the top. How many council meetings do you see the mayor and council members scrolling thru their phones? Todd and Jen Campbell are the most blatant examples.
And even at the state level there is talk of banning students in school from having their phones. Maybe start this practice with our civic leaders.
Whatever happened to open government democrats like Donna Frye? This bunker mentality needs to stop.

Please correct me if I am wrong, but this seems to be Unconstitutional and should be challenged by the ACLU. There are also California laws protecting free speech delivered to improve government decision-making. I ought to know, as a developer sued me in 2014 for sending an email to my City Councilperson and I won at both the Superior Court and California Appellate Court as an act of “Protected Free Speech.” I encourage the good citizens of Ocean Beach to find a lawyer who will defend Protected Free Speech by locally elected community members.
Picture this: A council member asks a question of a staffer at council. The staffer gives a long, circuitous word salad response to evade the question. FYI: I have seen this first-hand.
Is the council member now forbidden from criticizing the staffer for evading the question? If non-responsive responses are immune from criticism, no difficult questions will ever get answers.
Drip-by-drip, this is how accountability will die (is dying) in San Diego.
That fool Gloria thinks the public isn’t catching on to his obvious fear of being found out what a corrupt and incompetent leadership he has created.
Let’s ? his ass out come next Mayor election.
There’s an idea whose time has come: Vote for Larry Whatsis for Mayor.

I’m happily surprised to see this story coming from KPBS. I thought they had given up investigative reporting to focus on all-YIMBY news coverage. But I haven’t listened (or donated) to KPBS in eons, so maybe this isn’t a new development.
Yeah dealing with the public can really be a pain in the rear… Why not just drop volunteers for boards and commissions and have the council pay for staff that will tell them what they want to hear? No sense in doing this and pretend on actual community involvement.
A stinging example is citizens, mostly University City ones, whose reasonable rage over ruining our community, is a perfect example. Year after year local U.C. locals were volunteering to grow the community into a happy, healthy family community.
Then University City’s heart was cut out by City Council and Mayor Gloria when they decided the opposite of what the community wants and needs. “If it isn’t broken,why try to fix it?”
After blood, sweat and tears, community member volunteers created a warm, welcoming .
Let’s not kid ourselves, we have a right to criticize our paid representatives in City Hall. It used to be U.C. representatives fought for use downtown.
The current deaf group of well paid mayor, City Council people like our Councilman, developers, contractors are laughing all the way to the bank,
I believe the no salaried residents must let the public know who and what unfairly transpired.
Sometimes people get what they demand, and then it back fires in their faces. Like Jones-Wright. She didn’t want “gang injunctions”, that would prohibit known gang members congregating/associating. She got her wish. So what happened? A known biker gang hanging out in OB, beat the crap out of 3 Black sailors minding their own business. This above issue needs to come with the warning, be careful what you wish for. Freedom of speech is our right. Vote for larryturnerformayor.com And for Council Dist. 9, vote for Terry Hoskins.com They WANT to hear what people have to say about what’s going on in their neighborhood. They are NOT a career politicians.
Having attended many council meetings I am aware the members would rather not hear what you have to say. They do listen to the city’s unpaid advisors like Steve Cushman or Hughes Marino or Doug Manchester. I expect Doug Hamm to join them soon.
Is it any wonder that the “progressive” mayor of San Diego wants to quash any dissent? Like Ron W. stated, “There goes our pint-sized despot, Todd Gloria, again.” The only question I have is, Why do people continue to vote for these wanna be dictators? Todd Gloria listen to his constituents? He will have none of that!
