Reader Rant: Short Term Rentals Allowed as Ministerial Re-Model on 4600 Block of Orchard

Help!! I want to get the word out. More short term vacation rentals are coming soon. Now invading cottage district AGAIN in Ocean Beach.

A Process One Permit which bypasses all review procedures to include local planning board  has been granted by the city for a remodel to the property at 4651-4653 Orchard Ave  in OB Planning District 7.

As I understand my research a Process 1 permit is granted as a ministerial Approval. The decision is made at staff level with little or no personal/ subjective judgement. Use of fixed standards or objective measurements. No public notice, appeal process or community planning board review or input. Construction permits issued on code “By Right ” permits.

The permit was pulled by Expedited Permits of San Diego. The owner of the property is Farrow Trust 11-24-15. The permit describes the remodel at this location as “remodel of rear house w addition of separate guest quarter and the front house to add a second story and an additional separate guest quarters.”

It’s obvious that this is not a Process 1 remodel which is normally granted for improvements that do not add additional square footage.

The July 6th OB Planning Board meeting can’t wait. Lets not have another Green & Ebers , half complete eyesore. We deserve a public hearing. It’s our town.

The city is allowing rental units to be built on single family lots to ease the housing crisis. However they are not addressing units being taken off the market through short term rental. – I guess the city views new property taxes as the #1 decision maker. We all need to press the council to ban short term rental. It is creating a divide within coastal communities. Soon there will be no long term community only short term vacation community. Stop it!

The governor signed AB 2299 / SB 1069 into law last September to facilitate increased housing affordability across the state. California law essentially permits accessory dwelling units by right.

The remodels describes the property as two lots. The APN shows one lot. No condo plan has been filed or notice given as required. How can the city miss this. To suggest AB 2299 and SB 1609 in this situation is a reach. As property owners , we are entitled to notice when it effects our neighborhood and the tranquility of our street.

With all due respect ( and I’m not trying to defend anyone) nut how do you know the intent of the owner is to create a short term rental? What if they are building additional units for long term rentals? A majority of properties properties west of sunset Cliffs are rental units allowing working-class people to live here.

BoBo how long you been in OB!
There is a 2% vacancy rate in all of San Diego. Investors are not buying property for the 70% of us who are renters. Lets see what happens at The Planning Board meeting

Bobo….. Just so you know, the two additional separate guest quarters have no kitchens. Only toilet and running water. Maybe sounds like mini hotel? Just saying.

Well if they have no kitchens, then isn’t that more like extra bedrooms? I guess that depends on if they’re actually detached. Also is the owner living on-site or purely an off site investor? Makes a big difference in my opinion.

I do not understand this project. If there are two units, then doesn’t each require a kitchen? Can you build one house on two lots? Has anybody actually seen the plans?
