Update on Development around Ocean Beach and Point Loma

This is an update on six construction projects around Point Loma and Ocean Beach – most of which we’ve been monitoring for a while – some for years.

(If you’ve been an avid or daily reader of the OB Rag, most of this is not news, but if not, the following summarizes what has been going on construction-wise around the Peninsula.)

There’s been some good news of late about this controversial project down in Roseville. The City allowed the developer to build 4 stories, in clear violation of the 30 foot height limit. The neighborhood rebelled, with a protest rally and march, and community town hall meeting – resulting in a stop-work order issued by the Mayor’s office – but not for the reasons the community wanted.

Fast forward – after an abrupt cancellation of a meeting of the SD Planning Commission to discuss this general issue, the mayor’s office has confirmed that the developer has begun, under orders, to remove the 4th floor.

Garrison Project

What happened at Emerson and Evergreen was that the city allowed the developer to come in and add a lot of dirt to the original grade, not only boosting its height but also attempting to make the garage “subterranean”.  Now, there’s some fear that the same thing is happening to a brand new project over at Garrison and Evergreen. Upper Voltaire

pl-up-volt-83016-looknSignificant grading has transformed this lot along upper Voltaire at Wabaska into the beginning phases of undergrounding and excavation. Eventually, the old Dominos site will be 28-units within a mixed use setting. After substantial delays, the project finally got underway – under a shroud of complaints about the project worsening the traffic in the area.

For Sale Signs at Former Barnard School Site

dylan-point-loma-aptsAbout a month ago, we announced that a builders’ website reported that the project of 180 “ultra-luxury” apartment units was just sold for $90 million. This is the site of the Barnard Elementary School, now named Dylan Point Loma. We’ve been following this huge project over the last few years. This problem-plagued construction site at Ebers and Greene in OB has become an issue at the OB Planning Board. The Board will be placing it on its October agenda, after a group of residents addressed the board and the community in an open letter that included 5 problems about the project – and then pleaded for help in front of the planners.

Voltaire and Abbott

The 3-unit, 2-story project at the corner of Voltaire and Abbott is still in the process of being finished. Lifted in with cranes in late May, the modular houses are the first of a kind in the neighborhood. But many have wondered when their would be completed.

I looked at the project on Garrison and Evergreen over the weekend and did not see any evidence of them raising the grade illegally. The high point of the lot is the sidewalk on Evergreen and the grade on the lot is the same elevation. The grade on the back of the lot was raised but only to level the lot and that was legal. The other project on Garrison and Locust is building subterranean parking.

The apartments at the Barnard site are being changed to condos, they applied for a map waiver some time ago. These will be bought up and then rented out but the rents will be high because the units will have mortgages that have to be paid. Had the whole complex remained apartments, the rents would have been better.

Funny how the Barnard apartments were meant for low income housing and they did the complete opposite.

Does anyone know what sort of commercial buildings are planned for the empty, cliffside next to THE REUNION bar? There’s some sort of notice about it, on the chain-link fence.

Peninsula SAP No. 24006711 (Process 3) Coastal Development Permit and Site Development Permit for the construction of two new commercial units at street level, 1,564-square-feet, and four new residential dwelling units, 5,188-square-feet, for a project total of 6,752-square-feet at a 0.19-acre site located at 4294 Voltaire Street in the CC-3-5 zone, coastal overlay zone (non-appealable) and CPIOZ-B within the Peninsula community plan area in Council District 2.

Thanks. That’s just lovely. So there are going to be residences right next to a bar, with live bands, built on the side of a cliff?!? Incredible.

Debra, you might be interested to know that Las Vegas Zoning requires a buffer zone between bars with live bands and residential, but not San Diego. Commercial means commercial here.
