Report on the OB CDC Meeting

The Ocean Beach CDC  met Thursday, July 9, at the OB Rec center, as usual.  The meeting was called to order by the President, Tom Perotti, with the primary topic being, the usual, the Veterans Plaza and the Children’s Play / Lifeguard Fitness

OB CDC Meet 7-9-15 bh 03Plans for the Veterans Plaza has been submitted to the City of San Diego Development Services Department (DSD).  This is called the “Ocean Beach Veterans Plaza-CDP”, an application for a Coastal Development Permit, submitted on 16 June.

The Project Scope is defined as follows:

“OCEAN BEACH (Process 3) Coastal Development Permit for the creation of a Veteran’s Plaza within existing public park land located at 1956 Abbott St. The site is within the CC-4-2 and RM-2-4 zones, Coastal (Appeal-able) overlay zone within the Ocean Beach Community Plan Area. Council District 2. “

This means that the project will be reviewed by the Ocean Beach Planning Board, and approved /denied by a DSD hearing officer.  It is appealable to the Planning Commission and the Coastal Commission.

The application required an $8000 filing fee.  The fee to Estrada Land Planning to produce the application package is unknown.  Now in the third city review cycle, the plans are not yet available from the City for public review.

The project is trackable on a new feature of the City San Diego Web site, OpenSD, where anyone can track a project by project number (this is Project # 424126), or address -1656 Abbott Street.

As this is in the hands of the city, the meeting concerned itself with distributing applications for veterans to obtain a slot on the Veteran’s Wall, a fee-based process that will provide maintenance funding for the plaza.  A motion was made and approved to open a separate account for fees collected during the current approval process.  The application is available on the OB CDC Web site.

OB CDC Meet 7-9-15 bh 02The Children’s Play/ Lifeguard Fitness Area committee reported that their application for a grant to the County was not successful, competing for limited funds with 500 other applications.

In addition to Tom Perrotti.  other board members in attendance were Steve Grosch, Dave Martin, Brian Pottenger, Steve Haynes, Jane Gawronski, and Jim Musgrove.  Other audience attendees were Bev McCalla, an OB CDC volunteer, and Conrad Wear, the D2 City Council liaison for Lori Zapf.

The audience was adjourned, as the board moved to Private Session.  The next meeting is August 13, 2015 at 7:00 PM at the OB Recreation Center. Lastly, to the CDC board, it would be nice to have access to the meeting agenda prior to the meeting, as other community groups do.)
