Councilmember Henry Foster’s Motion Asking City Planning Staff to Remove ‘Bonus ADU Program’ Passed Unanimously

In addition to voting to repeal the controversial “Footnote 7” from Encanto’s Community Plan, the San Diego City Council also unanimously passed a motion asking City Planning to remove the so-called “Bonus ADU Program” so that the program is consistent with state-mandated ADU regulations.

The motion was made by Henry Foster of District 3, and was seconded by Councilmember Raul Campillo and all members then agreed. (District 9 Councilmember Sean Elo-Rivera was absent.)

During the Council hearing on Footnote 7, many Encanto and District 4 residents also expressed their numerous concerns about the Bonus ADU Program …and the City Council agreed!

While this was not a vote to remove the Bonus ADU Program from single-family zoned parcels, it is the first step in what has been an extremely unpopular and overreaching program.

FYI, Councilmember Raul Campillo is said to be running for San Diego Mayor in 2028, as is Congressman Scott Peters. This could be why Campillo jumped in and seconded Foster’s motion regarding Bonus ADUs. Also, Foster has been taking heat lately from D4 folks for appearing to defend Footnote 7.

  1. I saw the YIMBY Manufactured Outrage Machine™ kicked into high gear over this. The effrontery of electeds acting contrary to what Circulate dictates!

  2. Too bad D3 Councilman Whitburn wouldn’t listen to his constituents in North Park about the same issue. He doesn’t represent the people in D3. D4 finally has a Council Rep. they’re lucky.
