A recent viral video appears to show a woman being assaulted after allegedly asking a man to leash his dog along San Diego’s Mission Bay, raising the question: why is there so little enforcement of clearly posted dog laws?

In the picturesque Sail Bay area of Mission Bay, nestled within San Diego’s Pacific Beach and Mission Beach neighborhoods, a growing issue is causing frustration among some residents and visitors alike. Despite clearly posted signs indicating the rules, dog owners are frequently ignoring the regulations that require their animals to be on a leash during all times and only present at specified morning and late afternoon times. Instead, many are walking their dogs unleashed and at all hours, creating a nuisance and sparking concern over public safety and adherence to the law.

The laws regarding dog leash requirements along most of Mission Bay are unambiguous: dogs must be leashed during all times and are only allowed in the areas during evening and morning hours. The established law is printed clearly on signs posted all along boardwalks in Pacific Beach, Mission Beach and Ocean Beach, in most areas of Mission Bay Park, and many more places around the city. However, the widespread non-compliance has turned these guidelines into mere suggestions rather than enforceable rules.

This blatant disregard for dog leash laws recently culminated in a disturbing incident that has gained significant attention. A woman was apparently assaulted after she purportedly asked a man to leash his dog, an altercation captured on video that quickly went viral. The footage, which has been widely circulated on social media, underscores the escalating tension between those who follow the rules and those who flout them.

  1. At some point the laws on everything need to be adhered too. The folks complain about cops stopping them when they’re speeding, like it’s the cops fault the driver’s foot had the pedal to the metal. People choose to let their dogs play on school grounds, so when a child falls, they can land in a pile of dog poop. People of all modes of travel seem to think they don’t need to stop at lights and signs. The legislators in Sacramento have dumbed down the laws so it’s perfectly OK to go into a business and steal up to $950 and there’s no prosecution unless the theft goes about that dollar amt. Since when, is it totally acceptable for each person to pick and choose what law they’re going to abide by and which one they don’t want to follow. Why doesn’t the US put signs on the fence at the Border USA is full. Don’t bother climbing the wall, you’ll be re-routed back thru the gates heading south. We need a whole new set of leaders to re-write the laws, to include more stricter cause and effect punishment.

    1. How do you transition so quickly to the problem being our border/immigration policy?? Entitlement is a HUGE element here! The cost of living in SD makes a lot of newer residents think they’ve earned the right to act like morons. OB and the Point should really be renamed at this point, to give honor to the town they once were

      1. Agree that Pats swerved mightily from dogs to the border, and it almost seems that Pats wants “a whole new set of leaders” — hopefully not the MAGA type, eh Pats?

  2. While I agree that dogs ought to be leashed, particularly when signs are present indicating that this is a requirement, I see others breaking laws and regulations all the time. Bicyclists run stop signs constantly, yet they expect other vehicles to abide by traffic laws. I see signs all the time at Mission bay indicating that there are to be no power operated vehicles on the sidewalk, yet I see people riding electric scooters and e-bikes all the time on those same sidewalks.

    When local, state and federal government fail to enforce the law, when citizens are not willing to serve on jury’s, when police are not properly funded, when progressives seem more interested in equity and inclusion rather than law and order, this is what the result is. I hope you enjoy living in a lawless city where DEI hiring and bicycle and bus lanes are more important than the quality of life of your average San Diego resident. Keep voting for Todd Gloria if you enjoy more of the same!

    1. Okay, now I see JS is blaming progressives for the breakdown of “law n order.” Wow, what another transition! San Diego does have poor leadership but to claim it’s a “lawless city where DEI hiring and bicycle and bus lanes …” blah blah blah is certainly misguided. Todd Gloris IS NOT a progressive Shaw! Know that – and we opposed him 4 years ago. Did you?
      And don’t tell me you think Kamala Harris is a DEI hire.

I’ve never claimed, NEVER, that the current San Diego city leadership is “progressive.” In fact, as you may recall, we opposed Gloria for mayor 4 years ago and were smacked by some other progressives for supporting Barbara Bry (remember her?) We were called “censors” for not publishing a pro-Gloria post on election eve, while other progressives called Bry a Republican, QNON and Trump supporter. And not one of these progressives have since publicly clawed back their support for Gloria back then. Show me one post where we called the city council members progressive.

            1. Bry never ran for San Diego office as a Republican. A quote from Michael Smollens column in 2019:

              In 2016, some local political analysts didn’t give Bry much of a chance in her race for San Diego City Council against Ray Ellis, who had the backing of Republican Mayor Kevin Faulconer and much of the city’s business establishment. Bry overwhelmed him in the primary.

              Her showing was so strong that Ellis abandon his general election campaign and conceded defeat nearly three months before the fall election.

            2. That’s just it — Gloria was able to fool a lot of progressives 4 years ago. Put her up against him now, and you’d be hard pressed to make that claim (that she’s more of a moderate …).

          1. You’re putting words in my mouth. Whether or not you think they meet your definition of a progressive, they call themselves that. It’s subjective isn’t it. Anyhow they meet every metric John Shaw described.

            1. No, it is not subjective. Just because you might think of yourself or project yourself as a progressive, there are objective “metrics” at being a progressive. (Unfortunately, being an asshole isn’t one of them.) If you’re a progressive, you won’t believe Kamala Harris is DEI, because that is racist and sexist.

    2. to continue your comment… …when certain people are held above the law… when a rioting mob breaks into the seat of government. when people manufacture reasons to dispute elections, when people claim loudly “the border is open” and then complain that a bunch of people are trying to get through the border, when people speed constantly and then expect other vehicles to abide by traffic laws, when people complain about taxes and then also complain that the police is not properly funded, when people weaponize and dogwhistleize words like woke and dei, when people assume todd gloria represents all of the above strawmen…

      oh wait, we have that now.

    3. This can be laid at the feet of the orange haired idiot. He stood before this country for a four year stint at the top and showed everyone that you don’t need to obey any law or any social decency. People took notice and began to behave the same way. That is what we see today everywhere. I did not hear any of these complaints when Obama was in office. It all starts at the top and hopefully, the next leader, can begin to reverse this stupidity.

  3. This town is dog nirvana- there is probably no place on earth better to be a dog. We occasionally off-leash our dog by in areas with posted signs alerting leashed required, but understand that certain decorum is required. Some people ruin it for everybody by letting their dogs dig, run up to dogs on leash, head into traffic, and leave poo about. Obviously this person assaulting a woman is horrific and you can’t lump all off-leash dog folks in one pile.
