Tuesday, March 3: City Council, 2:00 p.m.
Item 330: Performance Audit of the City’s Key Performance Indicators
Why it matters: The City Auditor states that “key performance indicators (KPIs) are critical tools to … evaluate the City’s programs and services and deliver improved outcomes for residents.” But the Auditor has found that “the City underutilizes KPIs [and] lacks a cohesive approach to KPIs.” Recommendations include publishing an annual City KPI performance report and creating a publicly accessible dashboard with historical performance data. We can only hope.
Item S501: Consideration of an Empty Homes Tax Ballot Measure
Why it matters: Sean Elo-Rivera’s proposal for a yearly $8,000 tax on more than 5,000 mostly unoccupied homes faces a steep uphill battle. As the Union-Tribune’s Editorial Board writes, “San Diegans would be best served by their elected leaders holding off on placing this proposal on the June ballot until they have taken a much more thorough look at its legality.
Wednesday, March 4: Economic Development and Intergovernmental Relations Committee, 2:00 p.m.
Item 4: Business Improvement District Budgets – Annual Appropriation Process
Why it matters: Transparency in the way the City’s 18 Business Improvement Districts (BIDs) charge area businesses and property owners for mandatory fees has never been this program’s strong suit. As the staff report for this item notes, “Three lawsuits [were] filed against the City by the San Diegans for Open Government challenging the legality of the FY2015, 2016 and 2018 BID assessments. The lawsuits included all of the BID managers. The City, BID managers and plaintiff have finalized a settlement agreement and resolved any and all claims.”
