Reader Rant: ‘Why Is Jen Campbell Asking for an Open-Ended Recusal from City Council Meetings?’

I noticed that City Councilmembers Jen Campbell and Joe La Cava — who is council president — have items before the City Council meeting on January 27, excusing them from attending council meetings.

La Cava gives specific dates, Campbell does not.

Given Jen’s general lack of concern for residents of District 2 and her absence from District matters, this open- ended recuse from some/ all/ unspecified meetings is troublesome.

As one of her constituents, I’d like more clarity about what this really means rather than a blanket ‘bye-bye Jen and we will keep sending you your paycheck.’

If this is a ‘chronic or continuing illness, should we be prepared for NO REPRESENTATION for District 2 until her term runs out a year from now?

If it is short term, I would like to know that.

If it is unknowable and unbounded then the council should ask her to resign so an active and competent ELECTED person can represent our district.

In any event we should find out the reason for this before the City Council votes on this on January 27.

  1. Even if she is present she is useless. She should step down or public should recall her. Council members who can’t or won’t attend meetings are not serving their constituents. No work – no pay – no pension.

    1. Totally agree with you. And I would like to include a ruling that if council members fail to pay attention to the public when they speak, or when the council members leave during such speaking, then such council members right to vote shall be rescinded. It should be noted that Elo is the worst offender. He has failed to represent communities where was elected to serve since the inception of his initial tenure

  2. Considering that she voted to appeal Midway Rising getting kicked to the curb by the State Courts, it tells you how out of touch with her constituents that Campbell is. There were maps that showed the voting patterns for or against Midway Rising and there was a small patch of support in OB, the votes were against in every other neighborhood anywhere nearby. We aren’t her constituency at this point.

    1. Like most people who choose her current line of work, she’s out purely for political aspirations. People who know her personally are the fist to admit she will say one thing to get her foot in the door (votes), and then switch her stance. My wife and I were at Inside Out (Hillcrest) where she made an appearance. We talked to a couple of her supporters who didn’t even deny she does this.

  3. Donna Frye just sent the Rag the agenda for the Council meeting, and Jen’s request is item #108. Donna also sent the staff report on the item that has a list of the dates that she was absent. It is not an “open-ended recuse.” I could not personally open the file with the staff report.

  4. I finally saw the staff report, thanks to Donna Frye, and Campbell asked to be excused for the following:

    February 5 and 10 2025, June 2, 3, 16, 23,24,30, 2025, July 1, 17, 2025, and September 11, 2025, due to medical leave.

    Campbell requests her absents be excused per San City Charter section 12(e).

    1. I’m confused. Is Jen asking for past 2025 dates or for future 2026 dates.
      If it’s for the past, I would think that those would have been requested as time happens not a year later.

  5. City Charter 12(e) states: voted 11-08-2016; effective 12-19-2016.))

    “(e) It is the duty of the Council members to attend all Council meetings. The Council shall vacate the seat of any Councilmember who is absent from eight (8) consecutive meetings or fifty percent (50%) of any scheduled meetings within a month unless the absence thereof is excused by resolution of the Council.”

    So she was Not excused prior or during her absence? Thus alerting and denying her constituents and other councilmembers their right to act? She better not have received her salary for these meetings.

  6. She has short-timers and a history of not wanting to work. Dr. Jentrification’s only goal was to eviscerate the 30ft height restriction on behalf of her cousin David Axelrod to fill the Democratic Party coffers with hyper-gentrification blood money.

    Everyone posting here should have supported her recall, and everyone in this city should be organizing the immediate recall of Gloria.

  7. Please recall Dr Campbell.
    Her non-involvement in essential Mission Bay issues proves she doesn’t even realize the extent of her area of responsibility. Her tenure is a total disappointment to longtime San Diegans and those concerned about Mission Bay. Her staff does nothing useful to offset her lack of concern for our community.

    1. It was tried already during the pandemic. Recalls in San Diego are very, very, very tough to accomplish. Very few relatively speaking, succeed.

  8. Whether ill, bored, or grabbing taxpayers’ money for being a developer lobbyist,
    Campbell needs to move on and move out.
    Did she really vote to bulldoze Mission Bay Park for 600 luxury apartments?

  9. How long do you have to be paid by the city before you’re vested in the pension/retirement system? Asking for a Jen.
