The City of San Diego has confirmed the report that any Target Express in Ocean Beach will not be allowed to be open from 5pm to 2am.
In response to an OB Rag inquiry, the Development Services Department stated:
“Target cannot operate during the hours that South Beach has the exclusive use of 33 parking spaces, per the Shared Parking Agreement.“
According to the city, Target will be required to operate in a manner that does not conflict with the Shared Parking Agreement with South Beach Bar & Grill, which requires the exclusive use of parking spaces for South Beach from 5 p.m. to 2 a.m.
Their building plans indicate the Shared Parking Agreement restrictions.
The existing 33 parking spaces on the property where Target plans to open are required to remain.
Now, here’s something very important to note:
South Beach may find or acquire parking spaces elsewhere near its popular restaurant; it could arrange an exclusive parking arrangement with some other entity and if that occurred, then Target would have exclusive use of the spaces and open at 5pm. In other words, if the city was satisfied that South Beach had found replacement parking – and the city approved it – the Shared Parking Agreement could be torn up. That would free up Target to remain open past 5pm, traditionally Target’s busiest time.
According to the city, South Beach is in the process of identifying an alternate location and will submit to Development Services-Transportation for a review of a new Shared Parking Agreement. The California Coastal Commission does not require a review.

Of course South Beach will sign a new parking lease (paid by Target). Their business is is not dependent on parking.
I don’t care if a Target shows up or not but they aren’t closing at 5. That’s just silly. I’ll continue to order my household goods online.
Yeah Amazon is great for local businesses, employs lots of people…dood come on!
Opposed to what? CVS? I’m not buying paper towels at a liquor store and Appletree/Olive do not sell household goods.
I would much rather have some local shops where the CVS or Rite Aid currently are.

Parking?
Yes it’s a gimmick that retail and restaurants use to develop and bring in more customers without adding parking. Residential development has to provide parking offstreet. (We also don’t get to build our patio on the public sidewalk like restaurants and bars do.)
BBQ house has some spaces at Union Bank also. .
Of course it’s a joke because these businesses never post the required signage and nobody knows or uses it for that. So it just fucks over all the other businesses and nearby residents when south beach or whoever’s customers use up more than their share of street parking. Those sidewalk patios generally don’t require parking either.
Also tasting rooms don’t require parking, which is pure lunacy.
So how much is Target going to pay South Beach to shrink their bar area?
Or how much is Target going to pay South Beach to hurry up and get that alternative exclusive parking agreement with somebody else?
What’s to stop Target from just getting a shared parking agreement with Union Bank after 5pm, and then do nothing when their customers park in south beach’s lot next to their building? It’s on the businesses to enforce that parking but in this case they really have no incentive to. Then when someone else moves into union bank and needs it, they can get a parking agreement with someone else. Ad infinitum.
Shared parking agreements are so fun.
Maybe South Beach owners are members of the community who will support the community in opposing Target. If they simply maintain their current parking status that will make life much more difficult for Target. Or maybe South Beach will go out of their way to accommodate a big box store no one wants in OB and maybe I won’t eat at South Beach anymore… then again maybe they don’t care about me because the tourists are taking over…
There’s the concept of the silent majority. Chances are, a majority of people in the area would like a target but they’re not going waive some target flag on their porch. You only hear from the opposition which gives the impression that the “community” is against the development. People will vote with their dollars and obviously SB is a tourist spot. They don’t really need parking considering the foot traffic and use of uber by tourists.
Isn’t this headline a little misleading? It’s just that they can’t have the parking spaces, not that they can’t be open in an area where a lot of people walk to stores anyway, right?
It means precisely what it says. If you don’t have the code required parking, you can’t conduct business. This did not impact the antique store because they closed early.
So . . . it has been almost three months now. Any news on the parking/operating hours kerfuffle?
