Item S504: Forty-Five (45) Year Ground Lease between the City of San Diego and the County of San Diego for City Owned Property, Commonly Known as the Mira Mesa Epicentre for $1 dollar per month.

Item S504 was added to the City Council Agenda via supplemental direct docketing at the 11th hour on June 27, 2024, bypassing the Land Use & Housing (LU&H) with the concurrence of Councilmember Kent Lee, the Chair of the Committee.

This minimizes public review and comment to the greatest extent possible. Please encourage your friends to attend the City Council meeting on Tuesday, July 2nd @2pm.

Because of the short notice to conduct a due diligence review of the proposed lease in a timely manner, please ask our city officials for the following actions:

1. Dedication as Park Land: We ask that the city officially dedicate the Epicentre as “Park Land” by City Council resolution. This will protect the Mira Mesa Epicentre from future residential or commercial encroachment and development.

2. Environmental Impact Report: Considering the Epicentre is almost 50 years old and will require environmental remediation, there should be an Environmental Impact Report conducted before the lease is approved. This is crucial to ensure it does not pose any public health and safety risks to the youth and residents who will use the Epicentre.

3. Community Engagement: Given that the proposed lease was made available to the public on short notice, we ask the city staff to hold a community meeting to explain the details of the lease and its impact on our community over the next 45 years. Additionally, there should be a clear plan for success required from the County of San Diego.
