OB Planners Meet Wed., Aug. 5th: Update and Possible Wrinkle on the OB Plan Update and New Planned “Ocean Beach Plaza”

The OB Planning Board meets this Wednesday, August 5th, at 6pm within the community meeting room at the OB Rec Center, 4726 Santa Monica Avenue.

Several important items top the all-volunteer Board’s agenda, including an update on the OB Community Plan, a possible naming of Saratoga Park, the construction of the new OB Plaza development, and the building of a unit in the 4700 block of Niagara Avenue.

The “Ocean Beach Plaza”

Possibly one of the most important commercial developments to come before the OB Board in recent years, the “Ocean Beach Plaza” is up for review. It represents an application for a Coastal Development Permit to demolish two existing commercial buildings at the former doctors and dentists’ complex at 1929 Cable Street – at Santa Monica – and construct two new mixed-use commercial buildings on the near half acre site. The new buildings – with at least one section a 2-story – will total 10,453 square feet.

The property owner is John Small, a well-known landowner in Ocean Beach, who will be displaying his plans of what he is calling the “Ocean Beach Plaza” for the first time publicly. (Our calls to his office for additional info were unanswered.)

This development – if allowed to proceed (and at this point there does not appear to be any opposition either to the development or to saving the old buildings) could have a significant impact not only for downtown OB but for any future commercial and mixed-use development on Newport Avenue.

We urge OBceans to come out to the meeting and review Small’s plans.

Another project up for review is the demolition of one residence and the construction of a new one on a lot with an existing house and garage off the alley – which would remain.

OB Niagara 4736 aerialWe believe the permit is for the demolition of the front house – which google maps lists as 4734 – on the 7000 square foot lot. The new unit would have 1485 square feet.

OB Community Plan Update Before the Coastal Commission Aug. 13

There will also be an update on the OB Community Plan and its status before the California Coastal Commission. The OB Plan goes before the Commission meeting in Chula Vista on Thursday, August 13th (item #22c), with the Commission meeting at the Chula Vista Council Chambers at 276 Fourth Avenue, Chula Vista, CA 91910.  Here is the Commission’s agenda for August.

In addition, here is the combined Coastal Commission staff report and recommendations to the OB Plan Update along with the Update itself. A total of 335 pages, the first section is the staff report. It is a confusing document, for the staff recommends a Commission vote of “no” for approval of the OB Plan Update and then lists modifications that if enacted, the staff recommends a “yes” vote.

Proposal to Name Saratoga Park

Also on the agenda is a request for the naming of Saratoga Park. This is a confusing request, for Saratoga Park is already named. So, what gives?

Now that Ocean Beach Plaza has been emptied out by all the businesses leaving, it has become a homeless encampment. It needs to get onto the next phase and let’s hope it doesn’t drag out forever.

I’m guessing that Saratoga Park is an unofficial name given it years ago maybe?

I am surprised nobody has mentioned the auto shop at the bottom of Point Loma
ave. has been shut down and fenced in. Whats coming there? Looks like prime condo land to me.

John — land at the end of Point Loma Ave still owned by the long time property owner. The auto shop was not shut down. The men had to unfortunately close their business due to a rent increase.
